PROBLEM TO BE SOLVED: To easily and effectively carry out error correction encoding for an encoded code stream obtained by encoding or in a process of encoding of an image according to, for example, a JPEG-2000 method.

SOLUTION: When an encoded stream is generated in, for example, JPEG-2000 method in an image encoding unit, error correction encoding processing is applied to data of a packet at a header, a top layer, and a layer next to the top layer, for an example. The obtained inspection symbol is embedded to a prescribed lower layer, for example, the lowest layer. In an image-decoding unit, the error correction is carried out by extracting the inspection symbol.
