PROBLEM TO BE SOLVED: To solve problems of mass productivity, performance and economics caused by separated processes of forming an optical waveguide and fixing an optical fiber, or by an exposed connecting part between an optical waveguide and an optical fiber. SOLUTION: The component comprises: a first substrate 11 which has a plurality of optical fibers 14, a first optical waveguide groove 12 to form a first optical waveguide, and a first plurality of fiber arrangement grooves connected to the first optical waveguide groove 12 so as to dispose a first plurality of optical fibers 14; a first optical member which fills the first optical waveguide groove 12 to form a first optical waveguide and which has a higher refractive index than that of the first substrate; and a second optical member 15 which covers the first optical waveguide groove 12 filled with the first optical member and the ends of the first plurality of optical fibers 14 to constitute the first optical waveguide as well as fixes the first plurality of optical fibers 14 to the first substrate 11 and which has a refractive index substantially equal to that of the first substrate 11.
