PROBLEM TO BE SOLVED: To provide an electrostatic latent image developer excellent in chargeability, charge retentivity and environmental stability and having a sharp charge amount distribution even when a spherical toner is used, and to provide an image forming method by which an image of high image quality is formed using the electrostatic latent image developer. SOLUTION: The image forming method comprises a charging step, an electrostatic latent image forming step, a developing step, a transfer step, a fixing step and a cleaning step. The electrostatic latent image developer comprises toner and a carrier, wherein the toner is toner whose surface is most coated with fine particles having a volume resistivity of≥1×10<SP>14</SP>Ωcm and an average primary particle diameter of≤50 nm and has a shape factor SF1 of 100-140, and the carrier is a resin coated carrier in which at least a coating resin layer contains a positive charge type resin and a quaternary ammonium salt compound.
