PROBLEM TO BE SOLVED: To provide a developing apparatus and an image forming apparatus capable of obtaining a stable image while hardly causing defective toner sticking on a solid image, uneven density and the reduction of image density. SOLUTION: The developing apparatus for supplying developer from a developer carrier to an electrostatic latent image carrier, is provided with a developer supply member arranged facing the developer carrier, and also, rotatably supported, and a rotating body having projecting and recessed parts on its surface, arranged facing the developer supply member and rotating in a direction different from that of the developer supply member and at a circumferential speed different from that of the developer supply member.
