PROBLEM TO BE SOLVED: To form a stabilized electrostatic latent image by surely removing conductive fine particles of an image carrier or gas compound films, e.g. an oxide film and a nitride film, being formed on a writing electrode. SOLUTION: A member 7 for cutting the surface of an independent floating electrode part 2c at the surface layer part of a dielectric layer 2b in an image carrier 2 is provided to abut against the independent floating electrode part 2c. When the image carrier 2 rotates clockwise, surface of the independent floating electrode part 2c is cut by the cutting member 7 and conductive fine particles exposed to the surface of the independent floating electrode part 2c are also cut. Consequently, the conductive fine particles constantly sustain a new exposed surface free from a gas compound film, e.g. an oxide film or a nitride film. Since contact resistance of a writing electrode 3a is substantially invariant over a long term at the time of writing an image, a stabilized electrostatic latent image can be formed.
