摘要 <p><P>PROBLEM TO BE SOLVED: To make it possible to encode an input image by a target code amount with little calculation cost when hierarchically encoding the image in spatial resolution. <P>SOLUTION: First, a testing value of quantizing step width W<SB>o</SB>is set, and a coding quantity of a base layer L<SB>o</SB>is calculated by coding only the base layer using the test value W<SB>o</SB>. Next, quantizing step width W for realizing the target coding quantity L is estimated by inserting the test value of the quantizing step width W<SB>o</SB>already set, the calculated base layer coding quantity L<SB>o</SB>, and the target coding quantity L of the total image to an function W = f(L, L<SB>o</SB>, W<SB>o</SB>) which is established among L, L<SB>o</SB>, W<SB>o</SB>, and W. Next, all layers are encoded using the estimated quantizing step width W.
