<p><P>PROBLEM TO BE SOLVED: To identify RTP independently from TCP/IP protocol suite implementation. <P>SOLUTION: An IP packet sampling section 112 samples IP packets from an IP packet flow arriving at a node. An RTP header detecting section 114 detects existence of an RTP header in IP packets thus sampled.
