APPARATUS AND METHOD FOR ENCODING MOVING PICTURE

PROBLEM TO BE SOLVED: To prevent image quality deterioration and an increase in a processing burden even when the number of bidirectional predictive coded frames to be inserted between two frames to be encoded by intraframe coding or forward predictive coding is changed.

SOLUTION: A motion detection controller 120 changes the number of bidirectional predictive coded frames to be inserted between two frames to be encoded by intraframe coding or forward predictive coding in accordance with image contents or the like. When the number of bidirectional predictive coded frames to be inserted is changed, the motion detection controller 120 controls the movement detection timing of each VOP in accordance with the change.
