PROBLEM TO BE SOLVED: To easily realize an encoding with high compression and high error tolerance.

SOLUTION: When a coding pattern of a data sequence adopts e.g., the ADRC (Adaptive Dynamic Range Coding) system for 3-bit and 4-bit assignment or the VQ (vector Quantization) system, a 4-bit correlation operation section 72 groups a data sequence segmented by a segmenting section 71 in coded image data without an identification flag of the coding pattern (consecutive data sequence) into data by each 4-bit and calculates the correlation between the grouped data. A 3-bit correlation operation section 73 groups the data sequence by each 3-bit to calculate the correlation between the grouped data. A determination section 74 determines the coding pattern of the data sequence on the basis of results of mathematical operation by the 4-bit correlation operation section 72 and the 3-bit correlation operation section 73. The image processor or the like is applicable to coders and decoders of image data.
