PROBLEM TO BE SOLVED: To solve the problem where an illegal copy prevention technique having higher safety is required for illegal copy since a control signal can be relatively easily nullified for a conventional technique related to the copy control of content, and the content can be illegally copied and circulated.

SOLUTION: A plurality of pieces of control information given to the content by a different method are detected, the matching of the plurality of pieces of detected control information is determined, and control is made to the content based on the determination result, thus preventing illegal control having higher safety to the thread of illegal control.
