<p><P>PROBLEM TO BE SOLVED: To provide a system capable of providing safe and seamless mobile VPN services inside and outside an enterprise network without changing a private address assigned in the enterprise network etc. <P>SOLUTION: A home agent (HA) is allowed to have a gateway function having the security function of the enterprise network, and a VPN is previously established between the home agent installed in a communication carrier and the security gateway of the enterprise network when a service contract is made between the communication carrier and the enterprise.
