<p><P>PROBLEM TO BE SOLVED: To provide refractory shotcrete usable as lining concrete for a single shell lining and having refractory performance so as to withstand for a fixed time in case a fire is generated in a tunnel, and to provide high strength lining concrete. <P>SOLUTION: The refractory shotcrete comprises: cement; pozzolan-based fine powder; a water reducing agent; a thermoplastic resin; aggregate; water; and a quick-setting admixture. The glass point transition temperature, melting point, boiling point or decomposition temperature of the thermoplastic resin is suitably 80 to 400°C. The thermoplastic resin is suitably a thermoplastic resin fiber having a diameter of 0.01 to 1.0 mm and a length of 2 to 30 mm and/or thermoplastic resin grains having a mean grain size of 0.1 to 3.0 mm.
