PROBLEM TO BE SOLVED: To provide an authentication management system that can control the operation of a target apparatus by implementing more accurate authentication than before even when transmitted information content changes for some reason. SOLUTION: The authentication management system has a portable terminal 10 capable of radio communication, a processing terminal device 20 for receiving an identification signal I1 transmitted from the portable terminal 10 and transmitting a processed signal I3 that is processed information in the received identification signal I1, and an operation control device 30 for providing successful or unsuccessful authentication according to the information in an identification signal I2 transmitted from the portable terminal 10 and the processed signal I3 transmitted from the processing terminal device 20, and enabling a target device 40 if the authentication is successful or disabling the target device 40 if the authentication is unsuccessful. Even when the information content transmitted from the portable terminal 10 and processing terminal device 20 changes for some reason, the operation control device 30 provides unsuccessful authentication unless the information in the identification signal I2 and processed signal I3 is correct.
