<p><P>PROBLEM TO BE SOLVED: To provide encoding techniques with which at least a part of a frame, other than an instantaneous decoding refresh (IDR) frame, can be decoded based on the IDR frame, a picture can be updated and search picture quality can be improved in search playback. <P>SOLUTION: The present invention relates to an image encoding apparatus which sets areas at set positions that differ from each other at least between mutually adjacent frames for each frame to be encoded, and determines whether a block to be encoded within the frame to be encoded belongs to the area set with respect to the frame. When the block to be encoded has been determined to belong to the area, an inter-frame motion compensation means generates a first prediction image, with regard to the block to be encoded, upon referring to a frame that is decodable on the frame own and, in terms of time, is situated ahead of and closest to the frame to be encoded. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
