摘要 A user equipment includes a processing circuit and a transceiver connected to the processing circuit. The processing circuit is configured to: determine whether to decode a random access response message received by the user equipment based on downlink control information received by the user equipment over a physical downlink control channel, the downlink control information one of implicitly and explicitly indicating whether the random access response message is intended for the user equipment; and decode the random access response message to obtain a random access response for the user equipment if the downlink control information indicates that the random access response message is intended for the user equipment. The transceiver is configured to establish a radio resource connection based on the obtained random access response.
