A computer system to coordinate content delivered to users via a digital data network, the computer system comprising: a processor and a memory comprising instructions to cause the processor to: generate online experiments including a set of rules that dictate how treatments, comprising a systematic variation of content to be delivered to users, are to be allocated during the online experiments, wherein the online experiments are conducted across a plurality of external content systems, and wherein the plurality of external content systems are operating under different constraints for presenting a treatment;obtain experiment result data from the online experiments, the experiment result data to specify outcomes of the online experiments relevant to a predetermined outcome, wherein to obtain the experimental results from the online experiments, the instructions are to cause the processor to access and collect in real-time, data from the plurality of the external content systems on a number of times that each of the treatments is presented, where it is presented, to whom it is presented, historical user data, context data at a time of user interaction, and subsequent user behavior;combine the collected data and additional information, including a source of the data, into a single data file for processing by the processor, wherein to combine the collected data and additional information the processor is to match the collected data according to tracking codes;create a model based on the experiment result data collected from the combined collected data and additional information;create additional rules, which in combination with the set of rules, control the content delivered to the users; andidentify, from the model, a treatment predicted to cause a user to behave in a manner consistent with the predetermined outcome.
