Disclosed are a handoff method and device in a het-net. The method comprises: performing a detection on a service load of a macro-cell; if the service load of the macro-cell is greater than or equal to a first threshold, enabling a user terminal in the macro-cell to perform a measurement process, and receiving a measurement result reported by the user terminal in the macro-cell; and if the measurement result represents that a micro-cell having a service priority higher than the service priority of the macro-cell is present, enabling the user terminal in the macro-cell to be handed off to the micro-cell. |
