PURPOSE:To permit the injection of cement milk even into cohesive soil and humus soil layer by a method in which a cement milk mixture to which is added a soilim proving agent is injected into the soil from an inclined nozzle in such a way as to form multi-layered conical disc layers in the soil. CONSTITUTION:When the ground for single-track railroad is strengthened, spindles 5 and 5' are slantly fixed at the same angles until 40-45 deg. with respect to the vertical line. Motors M2 and M2' for vertical moving purpose are operated by motors M1 and M1', and the spindles 5 and 5' are slowly lowered for excavating the ground. A cement milk mixture added with about 1% (based on the amount of cement) a water-soluble inorganic soil improving agent is jetted under a high pressure into the ground to form conical disc layers 12. Continuously strong improved ground having uniform strength can thus be formed.
