PURPOSE:To improve the corona shielding action by integrating a ground insulating layer and a high resistance corona shielding layer, and varying the winding length of the ion containing asbestos layer to linearly approach to the surface potential distribution. CONSTITUTION:When hardening a prepreg insulating layer 4, varnish is suitably impregnated from the layer 4 to an asbestos containing layer 6a of the innermost layer. The ground insulating layer cured in the layer 4 and a high resistance corona shielding layer 5 are integrated. The surface potential distribution is slowly raised to approach to the linear state by altering the winding length of the iron containing asbestos layers 6a-6c.
