The present invention relates to a method, device, and system for transmitting a downlink signal. Specifically, the present invention relates to a method, and a device and system therefor, the method comprising the steps of: monitoring a state of a channel in a particular cell for a pre-defined time, in order to transmit the downlink signal; when the downlink signal comprises a DRS signal and the channel in the particular cell is in an idle state for the pre-defined time, transmitting the downlink signal immediately after the passage of the pre-defined time; and when the downlink signal comprises a non-DRS signal and the particular cell is in an idle state for the pre-defined time, additionally performing back-off after the passage of the pre-defined time in order to transmit the downlink signal.
