PURPOSE:To provide the titled coating agent giving excellent adhesivity to polycarbonate resin without using a primer and exhibiting high antifogging property, by adding a water-soluble urethane resin, a hardener of said resin and an anionic surfactant to a coating film component. CONSTITUTION:The objective coating agent can be produced by mixing (A) a coating film component consisting of PVA, highly methylated melamine resin and a water-soluble modified polyamide resin with (B) a water-soluble urethane resin and (C) a hardener of said resin and adding (D) an anionic surfactant to the obtained aqueous solution. The amounts of the components B, C and D are preferably 50-70pts., 1-3pts. and 1-4pts. based on the aqueous solution of PVA.
