<p>PURPOSE:To restrict the generation of information due to noise without damaging the quality of an image by roughly quantizing with respect to an expected error when a most suitable estimation function coincides with the estimated function having less movement. CONSTITUTION:A deciding circuit 1 judges whether the information indicating an optimum estimation function fed through a line 121 coincides with a prediction between compensating frames showing a small movement or not and feeds the result to a selecting signal generator 2. The generator 2 generates a selecting signal in a selecting circuit 7 and a gate signal in a gate circuit 8 from encoding control signals supplied through a line 190 and feeds respectively. When a quantizing characteristic is designated by the line 190, according to the judging result in the circuit 1, the range of an input signal having the output signal of 0 is changed. When the judging result shows the prediction having the small movement, an estimated error at this time corresponds to the section having the small movement, so that a dead zone is widened, but if it does not, the dead zone is not change.</p> |
