PURPOSE:The titled binder which is a specific vinylidene chloride based copolymer with a specific content of the vinylidene chloride and hydrophilic functional groups thereof having improved magnetic powder dispersibility and solubility, scarcely dehydrochlorinating and suitable for sound and picture recording. CONSTITUTION:A binder which is a vinylidene chloride based copolymer containing monomer segments having hydrophilic functional groups, e.g. hydroxyl group, free or salt-form carboxyl group, free or salt-form sulfonic acid group, amido group, substituted amido group, phosphoric acid group or phosphoric acid ester group, in the side chain thereof with 30-70wt% vinylidene chloride content and 2-20mol equivalents, based on 100g copolymer, content of the hydrophilic functional groups.
