PROBLEM TO BE SOLVED: To provide a photoelectric conversion element with a high productivity and a manufacturing method thereof.SOLUTION: According to an embodiment, there is provided a photoelectric conversion element which includes: a first electrode; a second electrode; a photoelectric conversion layer; and a first layer. The second electrode includes: a base material which includes plural structures containing carbon; and a first material part which is formed among the plural structures containing carrier transport material. The photoelectric conversion layer is formed between the first electrode and the second electrode, and which contains a material having a perovskite structure.
