PURPOSE:To obtain the title emulsion having excellent can stability, dilution stability and shear stress stability, by an aq. emulsion polymerization of a diorganopolysiloxane and a specific organopolysiloxane in the presence of a sulfonic acid type surface-active agent. CONSTITUTION:An emulsion is prepd. by emulsion-polymerizing a cyclic or linear diorganopolysidloxane (a) and an organoalkoxysilane (b) contg. a phosphonate group represented by the formula wherein (R, R<2> and R<3> are monovalent hydrocarbon groups; R' is a bivalent hydrocarbon group) or an organopolysiloxane contg. a phosphonate group in the presence of a sulfonic acid type surface active agent (c) in water. It is preferable that the degree of polymn. of the cyclic diorganopolysiloxane is 3 or more and it is liq. at ambient temp. and more preferably it is 3-6 from the viewpoint of availability. It is preferable that the degree of polymn. of the linear diorganopolysiloxane is 3 or more and it is liq. at ambient temp. and more preferably that it is 100 to less from the view-point of easy emulsification.
