PURPOSE:To make it possible to constantly monitor the normalcy of an emergency electronic control circuit by arranging an emergency electronic control device for backin g up a main electronic control device thereby checking the operating condition of an emergency actuator at the time of a normal driving of a vehicle. CONSTITUTION:When a key switch 30 is turned on, a changeover switch 31 judges whether a vehicle is in a normal time driving mode or not. In the case of the normal time driving mode, an emergency engine actuator 11b, an emergency clutch actuator 10b, an emergency transmission actuator 9b and an emergency starter actuator 12b are respectively judged whether they are energized or not. When all the actuators are in energized condition as a result of the judgment, a warning stop signal output is instructed. Accordingly, there is no possibility of a warning means 32 such as a warning lamp being actuated and therefore normalcy of the emergency electronic control circuit can be confirmed.
