PURPOSE:To extremely satisfactorily find a quantizing level number, by deciding the quantizing level number of components other than DC components by using at least two parameters of the 1st and 2nd parameters. CONSTITUTION:In order to calculate the statistic of each component of a transformational coefficient matrix, the calculated statistic is found from an equation S(i, j)=P(i, j)/sigma(i, j), where the sigma(i, j) is the standard deviation value when the mean value of the transformational coefficient of each component is zero (0) and P(i, j) is the absolute value of the transformational coefficient at which the absolute value of each component becomes the maximum. Then the quantizing level number K(i, j) and quantizing bit number beta(i, j) of the concentrated area at each component of the transformational coefficient matrix alpha(i, j) are decided by using the standard deviation value sigma(i, j) and the quantizing level number K'(i, j) and quantizing bit number beta(i, j) of the exceptional area at each component of the matrix alpha(i, j) are decided from the statistic S(i, j). Therefore, existing extent of transformational coefficients can be divided into two areas.
