PURPOSE:To exactly control an IC card by setting very shortly a distance between a clock oscillator through which a clock signal of a high frequency flows, and a portable medium, so that a control signal flows only to a cable between an external control part and a read/write device. CONSTITUTION:At the time of transmitting and receiving a data between an external control part and an IC card through a read/write device 20, a clock oscillator 33 is placed in the write device 20, and a distance between the clock osillator 33 through which a high frequency signal flows, and the IC card is set very shortly. On the other hand, to a cable between the external control part and the read/write device 20, a binary logical signal for controlling a logic circuit, etc. by a variation of a signal level flows only. In such a way, a crosstalk and a reflection are not generated on a signal line, and the IC card is controlled exactly.
