PURPOSE:To optimize the extent of manual steering effort, by installing a variable throttle, varying its throttling area in response to steering torque and also another variable aperture being controlled by an external signal other than the steering torque both in a bypass passage of a control valve in series. CONSTITUTION:A pair of first variable throttles 1L and 1R being constituted of each variable orifice are inserted into each of passages L1 and L2, while a pair of second variable throttles 2L and 2R being constituted of each variable orifice likewise are inserted into each of passages L3 and L4. A bypass passage L5 is formed in space between symmetrical hydraulic chambers 12L and 12R of a power cylinder 12, and a pair of third variable throttles 3L and 3R being constituted of each variable orifice and a fourth variable throttle 4 being constituted of a solenoid valve are inserted into this bypass passage L5 in series in order of 3L, 4 and 3R from the side of a pressure chamber 12L to the side of another pressure chamber 12R.
