An optical communication system comprising: an optical transmitter that sends an optical signal; and an optical receiver that receives the optical signal, wherein the optical transmitter includes a controller programmed to perform transmission light power control, the transmission light power control including: setting a transmission rate of the optical signal to a first transmission rate;increasing power of the optical signal output at the first transmission ratefrom the optical transmitter until a target power is reached which corresponds to a power of the optical signal being input into the optical receiver is equal to or more than a minimum receivable light power, the minimum receivable light power representing the minimum value of power of the optical signal that the optical receiver can receive; andcompleting the transmission light power control based on a response signal from the optical receiver; and the controller programmed to increase the transmission rate to a second transmission rate larger than the first transmission rate after completion of the transmission light power control.
