The ply feeder makes the ply precisely approach a forming drum, manages a correct centering by regulating the tension force of the feeding ply and adjusts the horizontal level of the base frame. The feeder comprises the base frame (3) moving back and forth, a slide block (2) connecting a vertical frame (1) and the base frame (2), a ply tension force regulating part where rollers, gears and shafts are assembled, a rotational force driving part (7) where a cylinder (23) having a piston rod connected to a load bar, a rachet hooked by a sprocket tooth, and a flat spring are assembled, a front guiding part (8) where a pair of guide bars and a plate are provided, and a rear guiding part (9) where a slide pack having a pair of guide bars is provided.
