PROBLEM TO BE SOLVED: To provide an image encoding method that can enhance resistance to error in image encoding using inter-prediction.SOLUTION: An image encoding method comprises a step of obtaining two or more fixed-number merge candidates, and a step of adding an encoded bit stream with an index for specifying a merge candidate to be referred to in encoding of an encoding target block from the two or more fixed-number merge candidates. The two or more fixed-number merge candidates contains at least one first candidate derived based on a prediction direction number, motion vector and a reference picture index used for the encoding of an adjacent block which is spatially or temporally adjacent to the encoding target block, and a second candidate having a predetermined fixed value. The second candidate has a motion vector having a first fixed value and a reference picture index having a second fixed value, and the two or more fixed-numbers are fixed in a slice containing the encoding target block.SELECTED DRAWING: Figure 13B
