PROBLEM TO BE SOLVED: To provide a block polyisocyanate composition dissociating a block agent at low temperatures and good in curing and reaction properties after dissociation and a coating composition containing the same.SOLUTION: There is provided a low temperature dissociation type block polyisocyanate composition containing block polyisocyanate obtained by reacting a tertiary amino alcohol (a), polyisocyanate (b) and a blocking agent (c) and quaternary ammonium salt (d) as a dissociation catalyst.SELECTED DRAWING: None
