The hydraulic speed reducer changes a rotation number of a driving shaft of a small-sized motor by use of hydraulic pressure variations. The speed reducer comprises a driving impeller (3) positioned within a housing (1); a first driven impeller (4) also within the housing (1); a second driven impeller (5) connected to the first driven impeller (4) via a connection shaft (8); fluid passageways (10,11) making the impellers pass through each other. The reducer can make the structure highly small-sized by use of the hydraulic parts instead of gears and idlers, obtain a high speed reducing ratio, and prevent noise.
