A microwave phase shifter (1) comprises superposed conductive (10'') and dielectric (11) plates and a conductive strip (13) supported by the dielectric plate (11). It comprises means, such as a piezoelectric double strip (171, 172) for displacing one of the plates (10'', 11) with respect to the other in order to modify the thickness (B) of an air layer (gap) (12) between the plates and consequently modify the phase constant of the phase shifter. The phase shifter may comprise at least one microstrip impedance converter (3b) for matching to a microwave line. When the radiating elements are connected along the conductive strip, the phase shifter constitutes a lobe-scanning array antenna. <IMAGE>
