The method makes it easy to fill up the gas in the hydraulic shock absorber even though a gas passageway is not formed in a side wall or a base cap, prenvents the gas in a gas storage chamber from flowing toward an oil storage chamber, and reduces the scattering of the damping force caused by an assembly gap. The method comprises a step of filling up the gas storage chamber (25) positioned between the base shell (20) and a tube (22) by use of the assembly gap formed between the base shell (20)/the cap (21) and the piston rod (23) guide (26)/the base shell (20); a step of welding the gap between the base shell (20) and the cap( 21).
