Device for arranging a rolled up, tubular enclosure around a pipe, comprising a pipe; carrying means which, in operation, move to and fro relative to the pipe and are able to engage on the tubular enclosure in one of the directions of movement and displace it with respect to and over the pipe; drive means for bringing about the relative movement of the pipe and the carrying means. The device is provided with detection means which are able to detect the amount of rolled-up material on the pipe and are able to provide control signals to a control circuit of the drive means, which signals reduce the length of the travel of the drive means from a maximum level at the beginning of rolling the enclosure around the pipe to a minimum level when the pipe is sufficiently covered with rolled-up tubular enclosure. <IMAGE>
