The apparatus comprises a base having constant height and width, a location determining unit mounted in the upper surface of the base to arrange a feeding base in an accurate loaction, a feeding base fixing unit whose rear end is inserted into a sharft by means of a spring arranged in the feeding base location determining unit, for preventing the feeding base from being moved through the operation of a lever coupled with the bottom of the feeding base fixing unit, a base holder mounted in the upper surface of the base arranged in a forward part of the feeding base location determining unit to hold the electromotive gear base, and a forced device for forcing the electromotive gear into an electromotive gear base inserting boss arranged on the feeding base depending upon rotation of a handle fixed in one part thereof.
