The switching control device of an ISDN heavy capacity network termination comprises an ANDing unit for ANDing an inverted clock signal of RCLK and a mask signal output from a signal relaying unit; and a shift register for inputting the output of the ANDing unit via an inverter and outputting a signal to a signal relaying unit of each shelf according to an enable signal output from the switching controller.
