The welding power control apparatus and method improves the welding safety and quality by compensating proper reactance according to a welding current, arc and short circuit fault and reduces spatter phenomenon. The arc welder controller comprises a welding current setting member(22); a short circuit voltage operator(18) operating a voltage command at the short circuit fault according to the established welding current set in the member(22); a reactance compensation selector(19); a current conversion ratio operator(14) operating the current conversion ratio based on the output signals of the reactance compensation selector(19) and a current detector(10); a voltage control command operator(16) operating the voltage control command at a short citcuit fault; an arc voltage setting member(21).
