The device is to change the characters and the figures with optical-composed colors by only the lighting control of the illuminating bulb by comprising: a stacking material(2) formed by stacking transparent plastic(1); a coating layer(4) formed by coating a highly polymerized compound having higher refractive index than the plastic plate on the surface of the plastic plate; a painting part(10) deposited with a paint transmitting a light with a special color; an illuminating bulb(5) coated with a paint of a certain color on the region of a focusing lens(9); and an illuminating bulb control device controlling the brightness and the lighting sequence of the illuminating bulbs.
