Process for manufacturing water dispersion resin is composed of i)reacting diisocyanate and above one of active hydrogen-containing polyol to give blocked isocyanate-containing urethane prepolymer, ii)reacting diisocyanate compound, above one of active hydrogen containing polyol, and active hydrogen-containing polyol which can form hydrophilic ion group to give isocyanate containing urethane prepolymer, iii)mixing two polymers obtained at 20-80 deg.C at agitating speed of 1,000-5,000rpm.
