An upper hinge plate(16) is inclined to the right toward a lower hinge plate(18), then a left bumping piece(17') of the upper hinge plate applies force to a bumping lock(13') of an inner body(1') pushing a mud removing tool(20') in the left upward. The inner body(1') is pushed outward by the elastic rebound force of the tension coil spring(4'), having the roller(14') installed on the upper part moved, being attached on the outer periphery of the upper hinge plate, thus the external materials like mud are drained outward.
