In the method, a p-toluenebenzenesulfurnatensodium salt and a sodium chloride are added to a phenylcarbamyl gelatin solution and a polyvinylpyrrolidon mixing solution and a photo emulsion is made at pH 4.6 and 40 deg C by a single injecting method. while maintain a pAg 8.4 in a mixing solution of a sodium chloride, a kalium chloride, and a lithium chloride and a silver nitrate at a pH 4.6 and by a double injecting method, a photo sensitive material for a low sensitive silver printing plate by using a ultraviolet rays is obtained by coating and drying a photo emulsion on one surface of a polyester film support member. The photo emulsion has a silver chloride of 100% and a particle size of a silver chloride in the photo sensitive material is 0.1-0.2um.
