FIELD: paper-cutting devices, applicable for cutting of web paper. SUBSTANCE: the machine has a web holder, reeling and unreeling mechanism, cutting mechanism, drive and a hoisting gear mounted on a turning bed. The hoisting gear is built in the machine for hoisting (lowering) at least of one mechanism, consisting of two hinge-mounted bushes on the turning bed and supporting frame with a thread in different directions. These bushes are coupled by a screw with a handwheel. The turning bed is mounted on the supporting frame for inclination due to turning in the hinge joint. EFFECT: improved operating conditions, enhanced capacity in the stage of paper web installation (removal). 3 dwg øøø1
