PROBLEM TO BE SOLVED: To obtain a microcapsule having a narrow particle diameter distribution by advantageously carrying out a microcapsulation by dispersing a suspension of a specific pest-controlling agent in water as liquid droplets and forming membranes around the liquid droplets. SOLUTION: (A) A pest-controlling agent, e.g. an insecticide, an acaricide, an antimicrobial agent, a herbicidal agent, a plant growth regulator and an animal repellent, having >=40 deg.C melting point and hardly soluble in an organic solvent, is suspended in (B) water-immiscible liquid (e.g. dodecylbenzene) by using (C) a surfactant to provide a suspension including the component A of <=5μm average particle diameter, and having <=1,000 cps viscosity (at 20 deg.C). The suspension is dispersed in water as liquid droplets, and formed into microcapsules by forming membranes around the liquid droplets. An amidated material of a butylene-maleic acid copolymer of formula I [(n) is 2-10; R is C11 H23 , C13 H27 , C15 H31 , etc.] and/or an imidazoline-based surfactant of formula II are preferably used as the component C.
