PROBLEM TO BE SOLVED: To simplify a hardware structure about a mode setting and to simplify a mode setting procedure. SOLUTION: Since a setting instruction that is received by each input-output port 3 from a controller 1 including a CPU is used only to select a setting mode cell which is received by the port 3 from a switch 2, it can be acquired by a simple directive circuit or tag information of a cell, and a hardware such as an I/O interface which interfaces with a CPU through a data bus is not necessary. Also, information about a setting mode that is sent from the controller 1 is superimposed on the payload of a setting mode cell and software for this is necessary, but a procedure is simple as usual and also, a hardware is simplified. On the other hand, each input-output port 3 performs mode setting of a hardware 8 from data information that is included in a setting mode cell that is taken in through selection as usual.
