PROBLEM TO BE SOLVED: To provide a communication network system which returns all NE programs to the original versions when abnormality occurs in a new program. SOLUTION: A network managing device consists of a program transmission means 32 that transmits a program to each NE, a start time transmission means 34 which transmits information indicative of a start time, a network element- normal start confirming means 36 which confirms normal start/abnormal start and a confirmation information transmitting means 38 which transmits confirmation information indicating that all of the NEs 42 are normally started. An NE 42 contains a 1st storage means 52, a 2nd storage means 54, a program receiving means 44 that receives a program and stores it in the means 54, a program starting means 46 which starts a program stored in the means 54 at a start time, a start confirming means 48 which confirms normal start/ abnormal start and transmits start confirmation information, and a program segmenting and returning means 50 to return to a current program.
