PROBLEM TO BE SOLVED: To sufficiently decrease the friction factor of a road surface and be rapidly restored to a state having a high friction factor by a small amount of water, in a low-friction road being a lowμroad wherein braking during a rainfall and on a frozen road surface is to be experienced. SOLUTION: Low friction tiles 13 are laid on a road surface 12. At the periphery of the tile 13, a fountain nozzle 15 and a drainage port 156 are formed in a tile groove 14 having an upper surface positioned lower than the level of the tile 13. By spraying water over the tiles 4 through the fountain nozzle 15, friction resistance of the road surface 12 is lowered. By stopping the spraying of water, water on the road surface 12 is rapidly drained through the drainage port 15 and the road surface 12 is restored to an original state.
