PROBLEM TO BE SOLVED: To provide a silicon steel sheet having a low residual magnetic flux density and excel lent in practical magnetic properties. in which not only residual magnetic flux density is reduced but also combined magnetic properties with the other magnetic properties are taken into account. SOLUTION: A silicon steel sheet having low residual magnetic flux density and high magnetic permeability can be obtained by providing a composition in which, on the assumption that it contains, by weight, <=0.02% C, 0.05-0.5% Mn, <=0.01% P, <=0.02% S, 0.001-0.06% sol.Al, and <=0.01% N, Si is contained in an amount of <=7 wt.% on average and also a concentration gradient of Si is provided in a sheet-thickness direction and the difference between the maximum Si concentration and the minimum Si concentration is regulated to 0.5-3.0 wt.%. Further, a silicon steel sheet having low residual magnetic flux density and excellent in superimposing characteristic can be obtained by providing a concentration gradient of Si in a sheet-thickness direction and regulatingΔSi (wt.%) to a value in the range satisfying 7-1.43A<=ΔSi<=10-1.43A when A(wt.%) represents the average content of Si.
